Public safety in Birmingham, Alabama has collapsed.  Police protection for its citizens is nonexistent. The city is a war zone.  

Alabama's shabby treatment of its HBCUs makes their offers to purchase the Birmingham -Southern College campus unfeasible and impracticable.
